Selectmen’s Meeting Minutes
Thursday – March 31, 2005 – 5:45 pm

Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman; Conrad B. Dumas
Administrative Assistant, Deb Davidson taking minutes
The meeting was called to order at 5:45 pm.
Department Heads:
5:45 – Road Agent, Duffy Fox –Selectmen requested Fox to meet to discuss and finalize the Holiday Overtime issue.
·       Overtime – BOS instructed AA to instruct the Payroll clerk to pay the DPW crew the holiday pay, as they would have received it on Presidents Day.  This was going to be done this week, however one DPW employee used the holiday the following Monday.  DPW Supervisor said they are all going to take a day off at another time.  This should not happen again, however if it does it is understood that they will be paid the time and one half for the holiday, and overtime for any hours worked.
7:00 Parks & Rec. Director, Molly Anfuso – To discuss the future of Oak Park & other items
In accordance with RSA 91A:3 II (a) Selectman Rainier motioned to enter into a non-public session.  Seconded by Selectmen Brooks & Dumas.
8:00 pm motion by Selectman Rainer to enter out of the non-public session and to further seal the minutes of the meeting.  Seconded by Brooks & Dumas. Voted Affirmatively.
No decisions were made at this time.
Ms. Anfuso discussed Oak Park with the Selectmen – She indicated that items were missing from the building; she further stated that John Hopkins agreed to reimburse the town for any expense associated with the missing items.  Selectman Dumas was not supportive of this, as John has donated hundreds of hours to the improvements at the park.  We all are working towards improving the park; an honest mistake shouldn’t be treated like this.  Anfuso agreed it is not a substantial amount of funds, if anything is even missing.  There is no inventory available prior to this incident, therefore there is not actual way of identifying what, if anything is missing.  Discussion followed.

Mail –  Review misc. incoming mail –
·       GFOA annual conference – Administrative Assistant requested she be able to attend the GFOA annual conference on Thursday, May 5.  She indicated she would not be able to attend BOS Meeting as the GFOA meeting goes until 5:00 and is in North Conway. There are very interesting sessions such as IRS, Treasurer duties, GASB, Personnel issues and more.   The Treasurer might also attend the conference if he can work his schedule around it.  Selectmen approved attendance of this conference on May 5th.  Catherine has agreed to take minutes for the Selectmen that evening.
Septic System Operational Guidelines – Selectmen would like the code officer to review the guidelines before adopting them. Administrative Assistant requested a copy with corrections Selectmen wanted made to the draft copy.
Rural development – Everything is signed and has been sent to Keith Pratt, UEI.   Working on bonding for the $120,200.00
Spirit – Will be mailed this week, ads Selectmen requested be removed were removed.
RSA 91A:3 II (c) -8:30 PM In accordance with RSA 91A:3 II (c) Selectman Rainier motioned to enter into a non-public session.  Seconded by Selectmen Brooks & Dumas.
8:40 pm motion by Selectman Rainer to enter out of the non-public session and to further seal the minutes of the meeting.  Seconded by Brooks & Dumas. Voted Affirmatively.
Decision:  Selectmen would like the family requesting assistance to meet with the Board next week to discuss their situation in a non-public meeting.
With no further business, Selectman Rainier adjourned the meeting at 8:45 pm.  Next scheduled Selectmen meeting will be Thursday, April 7, 2005 @ 5:45 pm.
